bicameral legislature
   A legislature with two houses or ‘chambers’.
   Lower chambers – comprising deputies or Members of Parliament – are usually popularly elected by all adults qualified to vote. Upper chambers vary in their membership and powers, some being directly or indirectly elected, others appointed. Across the world, bicameralism is now less common than unicameralism, but it remains the norm in large states. Those which operate a federal form of government often use the second chamber to provide for regional or state representation. In Britain, the House of Lords is the second chamber.
